The LED's are solid blue but the device does not appear to be connected on the app, and does not start a test, what does that mean?

Your firewall or network settings might be blocking the device's connection.

Please contact your service provider to remove restrictions if any.

Also change provider DNS to 8.8.8.8 and 8.8.4.4.
